Romano goes undercover as a male stripper to get evidence on drug importers and dealers at a local nightclub owned by known dealer Leo Santee. Romano's contact aiding in the investigation, Betty Parsons, shows up at the club with evidence the police need to make the bust. While waiting for Romano, Betty is shot and killed. During the ensuing melee Toby Clark, sitting at a nearby table, grabs Betty's purse and escapes out the back door while the gunman is shot down. Enraged at himself for not having protected Betty, Romano breaks the news of her death to her deaf-mute sister Kate. Unbeknownst to Romano and Hooker, Betty had obtained a photo of cocaine importer Paul Gavin in the possession of pounds of cocaine and millions of dollars in cash. This incriminating photo could put Gavin away in fail for life. But now Clark uses his possession of the photo to blackmail Gavin into appointing him as his top cocaine dealer instead of Santee. Gavin is reluctant, but has no other choice and gives in, insisting that Clark turn over the negative of the photo. Knowing that Betty had the negative, Clark breaks into the apartment she shared with Kate in search of it but comes up empty. Later, Kate receives a letter sent from Betty before her death containing the negative and a note that if anything happened to her, that she is to call the police and turn over the negative to them. She has a neighbor call Hooker and Romano, but before she can meet with them, Clark assaults her and escapes with the negative. On a tip from the scorned Santee, Hooker and Romano learn of a cocaine drop at a warehouse on the pier. They arrive, and catch the deal in progress, but a gas spill and ensuing gunfire causes an explosion, burning ten kilos of cocaine and allowing the suspects to escape. Hooker and Romano visit scuba diving ex-con Sid Beamer who they suspect was involved with the deal. They find a photo in his office of five frogmen from his Navy days. One of them turns out to be Paul Gavin, owner of the warehouse where the fire and explosion occurred. Since Kate can identify Gavin from the photo she had, Hooker and Romano decide to show her Beamer's photo to make the bust. But they arrive at her apartment to find she has been abducted. Romano is frantic to find Kate and knows there is hope when they learn of another drop happening at the beach. Hooker and Romano arrive at the beach in time to rescue Kate and abduct Gavin and his partners.
