Sewage and sludge, who's problem is it?

The Department of Water and Sanitation says it wants the courts to force the Tshwane Metro to clean up.

There’s reportedly sewage sludge and solid waste flowing into the Pienaars river in the north of Pretoria.

But according to the South African Human Rights Commission, which hosted an inquiry into water quality last week, the department is also to blame.
