Are nightclubs allowed to trade as restaurants?

A nightclub in Cape Town came under fire on Tuesday after more than 60 people contracted COVID-19 after visiting the popular spot.

But the owner of the establishment says he did nothing wrong, as his club now operates as a bar.

Nightclubs are not allowed to re-open under lockdown level 1, but does this mean that it can start trading as bars and restaurants?
