How is 'Dr. Death' still practicing in SA?

The Health Professions Council of South Africa, says there's nothing stopping Dr Wouter Basson from practicing medicine.

The cardiologist, also known as ‘Dr Death’, was the mastermind behind the apartheid-era secret chemical and biological warfare project.
