Former Marine and Defense Intelligence Agency spy Robert McCall (Denzel Washington) now lives in a diverse apartment complex in urban Massachusetts. McCall works as a Lyft driver and assists the less fortunate with the help of his friend, Susan Plummer (Melissa Leo). McCall anonymously travels to Istanbul by train to retrieve a local bookstore owner's daughter who was kidnapped by her father.

McCall confronts a group of men for drugging and assaulting an intern, helps Holocaust survivor Sam Rubinstein find a painting of his sister, and agrees to help a young resident, Miles, repaint a vandalized apartment courtyard.

While investigating a murder-suicide involving his partner Susan, McCall discovers that her death is connected to the case she was working on. After realizing Susan was targeted, he tracks down her killer and confronts his former teammate, Dave York, who ordered the hit. Following a series of threats, McCall prepares for a showdown with York and his remaining team members during an approaching hurricane.

In the climactic battle, McCall outsmarts and kills York. With the storm's intensity escalating, York's body is washed away as McCall rescues Miles from danger. Back in Massachusetts, McCall helps reunite Sam with his sister and watches as Miles embraces his art.
